When are you allowed to pass another vehicle on the right?

You may pass a vehicle on the right when it is making or about to make a left turn. In Delaware, unlike many other states, you may drive on the shoulder if necessary to pass the left-turning vehicle on the right. You may also pass a vehicle on the right when there are two or more lanes of traffic going in the same direction as you are. (This can be the case on a multilane highway or a one-way street.) Never pass on a hill or a bridge.
