Yes. At https://wisconsindot.gov/ or by phone, you may apply for a driver's license in Wisconsin.
Do I have to provide a vehicle for my WI skills test?

What does the Wisconsin skills test consist of?
Follow the traffic around you;

I failed the WI skills test. What can I do?
Within a year, you may take the exam five more times. To repeat the exam after that, you'll need to show that you've gotten further training and instruction.
I passed the skills test. Do I have any limitations on my WI driver license?
Yes. You are allowed to drive during the first nine months:
Having no more than one non-family member as a passenger;
Only between the hours of midnight and 5 a.m.
